July 31 session

On July 31, 2019, the MPS and MFT-ESP bargaining teams met for the eighth negotiation session. At the session, MPS re-presented it’s June 12 proposal on group health insurance for the unit. To accompany the proposal, MPS provided a thorough presentation addressing 2019 and, using assumed 2020 health insurance premium costs to ESP unit members.  The presentation compared premiums under the MFT-ESP’s existing plan to the savings ESP members would realize if they join the District’s enhanced benefit plan. The MPS team reiterated it’s very strong interest in bringing the employees covered by the MFT-ESP contract into the enhanced benefit plan, citing reduced premium costs for employees, as well as language that guarantees MPS will share in the cost of any future premium increases. 

In addition to the group benefits proposal, the MPS bargaining team passed a proposal for an MOA about required training for Interveners. This proposal provides for six additional duty days during an Intervener’s first year at MPS to enable them to obtain certification required by the state of Minnesota during the first 12 months of employment. 

During the session, MPS also passed its initial salary proposal. MPS acknowledges MFT-ESP’s concerns about the pay disparity between their Special Education Assistant (SEA) and Associate Educator (AE) members.  MPS’ proposal includes language to bridge that pay gap by the end of the 2021-2023 contract by providing more substantial across-the-board increases for SEAs.  MPS’ initial salary proposal for the 2019-2021 contract provides for 1.5% across the board increases to all classifications except SEAs, and a 3% across-the-board increase for SEAs in both years of the two-year contract. 

The MPS bargaining team has passed all proposals and its initial counter proposals to the MFT-ESP team.  The District looks forward to receiving responses from the MFT-ESP team and continuing the important work of reaching a successor agreement. The teams meet again on August 12, 2019.
